Our mission is to protect and preserve the area’s semi-rural environment and quality of life.
GuARD is a neighborhood group that has been effectively advocating for traffic safety and responsible development for 17 years. We are located in the unincorporated Guajome area of North San Diego County–north of Vista, east of Oceanside, south of Highway 76 and Bonsall.

Great news for neighborhood safety! An all-way STOP at the intersection of Osborne Street and Hutchison Street was installed on July 11, 2019. At last!
This dangerous intersection has been the focus of GuARD’s efforts for many years, and with the additional help of several neighbors and the Bonsall Sponsor Group, this life-saving all-way stop has been provided at long last.
Traffic safety, particularly on and around Osborne Street, became a major focus for GuARD after two separate accidents claimed the lives of two children many years ago. GuARD worked with the San Diego County Traffic Advisory Committee in past years to lower the speed limit to 35, limit heavy truck traffic, and have the dangerous Osborne/Hutchison intersection improved by the lowering of the hill. Traffic safety continues to be a great concern in the Osborne area. If you observe a traffic violation such as speeding or illegal passing, please call 911 to report it.
MORE VISTA DEVELOPMENT = MORE TRAFFIC HEADACHES
MELROSE EXTENSION DEFEATED!
The City of Oceanside’s proposed extension of Melrose Drive (from North Santa Fe to Hwy. 76) has been removed from the city’s circulation element at last. The project was opposed by Save Guajome Park, GuARD, and Preserve Calavera , which worked over the past years to defeat this unnecessary road segment which would have damaged Guajome Park and its surrounding semirural lands.

ACCIDENT REPORTS
Serious accidents happen often in the Osborne/Hutchison area. Here are just some of the accidents that occurred over a 3-year period of time:
5/6/18 — around 2:00 pm
A speeding car on Hutchison Street went off the road and set two large eucalyptus trees on fire. The fire department arrived in a timely manner and put out the flames. Fortunately, no one was hurt.
4/2/18 — 6:40pm
A fatality on East Vista Way between Foothill and Palomar Drive–showing that traffic around East Vista Way is dangerous. One man was killed and 4 motorcyclists were injured in a collision between a sedan and the motorcycles.
10/22/17
Head-on collision at the west end of Osborne Street.
3/20/16 — 8:10am
On the crest of the big hill at 554 Osborne Street. A car hit trash cans and a mailbox in two yards, leaving skid marks, tire tracks, glass and parts of headlights behind. The driver did not stop.
8/9/15 — 3:pm
On Osborne & Marquez Court. Horse trailer heading west on Osborne was hit from behind turning left onto Marquez Court. Car was totaled and horse trailer suffered severe damage.
8/5/15 — 4:30 pm
At Osborne & Marquez Court. Motorist on Marquez Court turning left onto Oborne was struck by an eastbound motorcycle which hit the windshield and flipped over. Motorcyclist was take to hospital in neck brace, vehicle driver had minor injuries.
7/24/15 — 1:45 am
On East Vista Way and Osborne. Hit and run fatality of a pedestrian crossing East Vista Way heading west.

County residents who have a Vista mailing address take note: If you are buying a new or used car you will be charged the higher tax that Vista residents pay. Tell the dealer that you DO NOT live within the city boundaries, but are in the County, and you DO NOT have to pay the higher tax rate.
